LISD narrows down rezoning options

LEWISVILLE -- A large group of residents have opposed the rezoning proposals for the Flower Mound High School feeder patterns from the beginning.
Wednesday night, the Lewisville ISD Board of Trustees quickly tossed out one of them and focused on the other.
The board gathered for the first time since a boundary committee completed its work of coming up with two proposals to rezone students. The committee hosted two public meetings to solicit community input before discussing the feedback Feb. 20.
"Proposal 1 split the Wellington neighborhood," said Board Member Trisha Sheffield. "I'm not a big fan of splitting neighborhoods. I like the sense of community. That can't always be the case. But Wellington is built out, and so far, they have maintained that. So why should we change that?"
Instead, the board focused on Proposal 2.
For the most part, board members favored keeping Proposal 2 as it was presented to them, with a few changes.
The board will discuss the proposal further at its March 18 board meeting and is set to vote on it April 8. LISD will post the proposal, with its changes, later this week at www.lisd.net.
One change, as suggested by Board President Carol Kyer, calls for students living in the area south of Wichita Trail and west of Simmons Road to attend Liberty Elementary School and McKamy Middle School instead of Old Settlers Elementary and Shadow Ridge Middle, which was stated in Proposal 2.
Kyer said the distance from that area to Shadow Ridge would put students on the bus longer than she would like.
"It's just hard to get all the way to Shadow Ridge from that western side," Kyer said. "There aren't a lot of access roads, and it takes a while to get out there and back."
Among the other changes from Proposal 2 presented to the board focuses on an area north of FM 3040, east of Old Settlers Road and west of FM 2499. The original proposal called for those students to go to Donald Elementary and then Forestwood Middle. The board suggested sending those students to Old Settlers and Shadow Ridge. Those students currently attend Old Settlers and McKamy.
Other changes include students living in the future development The Preserve going to Donald, as well as a small area originally proposed to go to Forest Vista Elementary.
Dr. Stephen Waddell, LISD superintendent, said Proposal 2, along with its changes, would help accomplish several goals that began this process in the first place. He said it would give more students to Forestwood, which has been underutilized. He said it would also reduce the number of students at McKamy, which is at capacity.
He said it would also reduce Shadow Ridge's enrollment, though he said students who come from future developments would be zoned for Shadow Ridge, thus bringing their numbers back up.
"We're not going to get this perfect, but it answers a large percentage of the questions that we've been getting," Waddell said. "It accounts for the growth in the Shadow Ridge zone when it comes around by taking a long-term approach. For the most part, it answers proximity questions. And the disruption is minimal to the majority of the students."
